We recently carried out a hull survey for this Hanse 548, a local vessel that was going to be licenced for Category D waters only. The keel, hull, deck, coachroof, cockpit, hull-to-deck join, structural stiffening and steering were inspected, and moisture readings were taken. A written report of the survey’s findings was provided.
Local Harbour Authority Boat licences are an inexpensive alternative to the full MCA coding. Provided that each vessel can comply with the conditions, then it is awarded an annual ‘Boat Licence’ or ‘Pleasure Boat Licence‘ by a local Harbour Master on behalf of the Local Authority.
In this case, Hamble River Harbour Master provided the licence as part of the Solent & Southern Harbour Masters Association (SASHMA).

Solent Area
In the Solent area, any vessel that complies with certain key criteria can be issued a boat licence, provided they operate within the Category D waters as defined by their local authority.
For the Hamble River and the Solent area, the Hamble River Harbour Authority (part of SASHMA) defines the Category D area as:
“Inside the Isle Of Wight, within an area bounded by lines drawn between the church spire, West Wittering, to Trinity Church, Bembridge, to the eastward and the Needles and Hurst Point to the westward“.
In addition to the Hamble Harbour Master, there are several other members of the SASHMA scheme around the Solent area, these include:
- Beaulieu River Management
- Chichester Harbour Conservancy Board
- Cowes Harbour Commissioners
- Lymington Harbour Commissioners
- Poole Harbour Commissioners
- Queen’s Harbour Master, Portsmouth
- Southampton, Associated British Ports
